If your business ships products internationally, you have almost certainly encountered the term ISPM-15. This International Standard for Phytosanitary Measures governs the treatment of wood packaging materials used in international trade. Understanding and complying with ISPM-15 is not optional — it is a legal requirement in over 180 countries. Here is everything you need to know.

What Is ISPM-15?

ISPM-15 is a standard developed by the International Plant Protection Convention (IPPC), an agency of the United Nations Food and Agriculture Organization (FAO). It was first adopted in 2002 and has been revised multiple times since. The standard addresses the risk of pest organisms — particularly the pine wood nematode and various bark beetle species — being transported across international borders via wooden packaging materials. It applies to all wood packaging materials (WPM) thicker than 6mm, including pallets, crates, dunnage, and skids.

Why Does ISPM-15 Exist?

Invasive wood-boring insects have caused billions of dollars in ecological and economic damage worldwide. The Asian longhorned beetle and the emerald ash borer are two notorious examples of pests that were introduced to new regions via untreated wood packaging. ISPM-15 was created to prevent such introductions by ensuring that wood packaging materials are treated to kill any organisms that might be living in the wood.

The Heat Treatment Process

The most common approved treatment method is heat treatment (HT). The standard requires that the core temperature of the wood reaches a minimum of 56°C (132.8°F) for a continuous duration of at least 30 minutes. This temperature and duration have been scientifically validated to eliminate all known wood-borne pests. The ISPM-15 Mark

After successful treatment, pallets receive the internationally recognized ISPM-15 stamp. This stamp includes the IPPC logo (a wheat sheaf symbol), the two-letter country code (US for United States), the unique producer/treatment facility number assigned by APHIS (Animal and Plant Health Inspection Service), the treatment code (HT for heat treatment), and the two-letter state abbreviation.

Without this mark, your shipment can be refused entry, quarantined, or destroyed at the destination port — causing costly delays and potential loss of goods.

When Do You Need ISPM-15 Compliant Pallets?

You need ISPM-15 compliant pallets whenever you are shipping goods internationally on wooden packaging to any country that enforces the standard (which is virtually all countries), shipping to or through the European Union, Canada, China, Australia, or any major trading partner, and even when shipping domestically if your products might be transshipped internationally.
